The Pakistan Telecommunication Authority (PTA) has released a draft framework to bring global satellite internet providers like Starlink, OneWeb, and others into Pakistan. Hereās everything you need to know:

- Single License ā Providers now need just one license instead of 15 separate ones.
- License Fee: $500,000 (down from $640,000).
- Validity: 15 years.
- Service Rollout: Must start within 18 months of approval.
- Infrastructure: At least one Gateway Earth Station is required in Pakistan.
- Data Regulations: All user data must stay within Pakistanās borders.
Annual Financial Contributions
- 1.5% of gross revenue ā Universal Service Fund (USF).
- 0.5% ā Spectrum usage.
- 0.5% ā License renewal fee.
- This ensures connectivity expansion while balancing regulatory and business needs.
Space Regulatory Board
Before applying to PTA, providers must first register with PSARB (Pakistan Space Activities Regulatory Board), created under the Space Activities Rules 2024.

Starlink in Pakistan launch date
Starlink has not yet launched in Pakistan. However, the Pakistan Telecommunication Authority (PTA) has announced that installation has begun as the first phase of the work, with the cable landing at Hawksbay, Karachi. The second phase, deep-sea laying of the cable, is planned to start on April 1, 2025. The service is expected to go live in Pakistan by Q4 2025.
