  • Single License – Providers now need just one license instead of 15 separate ones.
  • License Fee: $500,000 (down from $640,000).
  • Validity: 15 years.
  • Service Rollout: Must start within 18 months of approval.
  • Infrastructure: At least one Gateway Earth Station is required in Pakistan.
  • Data Regulations: All user data must stay within Pakistan’s borders.

Annual Financial Contributions

  • 1.5% of gross revenue → Universal Service Fund (USF).
  • 0.5% → Spectrum usage.
  • 0.5% → License renewal fee.
  • This ensures connectivity expansion while balancing regulatory and business needs.

Space Regulatory Board

Before applying to PTA, providers must first register with PSARB (Pakistan Space Activities Regulatory Board), created under the Space Activities Rules 2024.
